So there is one method for cashout I didn't try (stoped with carding 2 years ago) but you could and it could work.
So the story goes that you open your own webshop. You can buy a cheap domain and hosting, build website on WordPress, there are a lot of tutorial on YouTube and I'm sure you can build a nice looking webshop. But keep everything perfect like you are building a real one, because you do not want to bring attention and make it look like a real scam, keep it good and nice looking.
You can search on Aliexpress/Ebay for product inspiration, to find pictures and descriptions of products you will sell. Put like 10-20 or even 30 products on website with pictures and descriptions. Do not put too big prices for products, keep it simple 50$-100$ for some good product. I'm sure you will need like 1-3 days to pull this off, but once you made it you have it perfect!
You will need Stripe payment gateaway so people can buy (so you can do carding) and you will need USA bank account for cashout.
After everything is set, take your cc's, change proxy to their country and go shopping in your webshop. But do not go hard at start, do not buy 1000$ immediatelly. Take it slow and make it profitable. After you order your products, go to your WordPress or Stripe dashboard, you will probabbly see notification that your "new orders" could be high risk, which you already know and then you just need to accept it. Then you just make cashout to your USA bank account and enjoj your money!
If you did all that, congratulations, you just carded your own webshop!
