The usual reasons (especially when all countries fail)

1. Merchant blocks prepaid / virtual / foreign cards
   • Many platforms reject:
     • prepaid cards
     • virtual cards
     • cards issued outside the merchant’s operating region
2. Card country ≠ account country
   • If your account region, IP location, or billing address doesn’t match the card’s issuing country, the payment processor may auto-decline.
3. 3-D Secure (OTP) not supported
   • Some merchants require 3DS authentication.
   • Many international or virtual cards don’t support it properly.
4. BIN-level restriction
   • The merchant blocks entire card ranges (BINs), not individual banks.
   • This is why cards from Japan, Taiwan, Australia, Canada, and the US can all fail the same way.
5. High-risk merchant category
   • Certain services (subscriptions, digital goods, AI tools, ads, crypto, etc.) have stricter anti-fraud rules.

Why the country doesn’t matter here

Payment systems don’t really see “Japan” or “Canada” — they see:

• card type (debit / credit / prepaid / virtual)
• issuer risk score
• BIN reputation
• region mismatch signals

If those fail, every card fails, no matter the country.
