In connection with the entry into force of amendments to the law "On the National Payment System", the authorities of the Russian Federation are introducing a restriction prohibiting citizens from replenishing unidentified electronic wallets with cash from August 3.
Now, an unidentified individual must use a bank account to provide money to an e-wallet operator, TASS news agency reported.
According to representatives of Sberbank, restrictions are introduced not only on "classic" e-wallets, but also on services for paying for school meals and a large number of transport projects, so the amendments will affect most regions of Russia.
According to the interviewed payment services, at present the vast majority of e-wallets are identified, and the share of anonymous wallets, replenished with cash, is insignificant. According to Tatiana Milacheva, director of marketing communications at WebMoney Transfer, teenagers mainly use anonymous wallets to pay for small purchases.
Individuals can be identified both in the offices of payment services and in the branches of partner companies. In addition to face-to-face identification, some services provide the ability to conduct video interviews.
